Kirk Wille is the managing Member of the firm which he started in September 2017. Kirk spent his formative years growing up in Statesville, North Carolina where he graduated with academic honors from West Iredell High School. He was a awarded a college scholarship in the Naval Reserve Officer Training Corps and attended North Carolina State University where he graduated with a Bachelor of Arts in Business Management.
Following Graduation, Kirk was commissioned as a 2ndLieutenant in the United States Marine Corps. After completing officer training, he began his military career serving as a platoon commander, company executive officer and a detachment commander deploying to Operation Desert Storm/Desert Shield in the Persian Gulf. Upon returning from the middle east, Kirk was selected to attend post graduate studies and attended the Naval Post Graduate School in Monterey, CA graduating with distinction and obtaining a Master of Science in Management with a concentration in Acquisition and Contract Management. Kirk continued his career in the Marine Corps serving over twenty years in Logistics, Government contracting, and acquisition program management. Kirk served two additional combat tours in Iraq before retiring from active duty in 2007.
After retiring from the Marine Corps, Kirk took a position with Science Applications International Corporation where he served as a Program Manager and Sr. Program Manager responsible for management of integrated product support for two USMC combat vehicle development programs. His teams provided integrated product support across 7 functional areas including: Procurement, Material Management and Supply Support; Supportability Analysis; Technical Manual Development; Training Development and Execution; Packaging, Handling, Storage and Transportation; Logistics Management Information and Provisioning; Developmental Test Support and Operational Test Support. During this time, he attended the University of San Diego School of Law receiving his Juris Doctorate in 2016.
In 2017 Kirk and his family moved to Idaho to settle down after years of military life. Kirk and his wife Tammi purchased property and built a small ranch in Ola, Idaho where they raise registered Texas longhorn cattle. In 2017, Kirk founded High Rock Law, PLLC, a general law practice providing legal services and representation for clients in the areas of Business and Corporate Law, Contract Law, Real Estate, Estate Planning and Probate, Water Law, and Civil Law, in Emmett Idaho.
Kirk is a current member of the Idaho State Bar where he is licensed to practice in Idaho Courts and US District and Bankruptcy Courts in the District of Idaho. He is also a Certified Professional Contract Manager (CPCM) with the National Contract Management Association and Certified Acquisition Professional in both Contracting and Program Management for the Department of Defense. Kirk is a member of the Phi Delta Phi International Legal Honor Society and he is a lifetime member of the Disabled American Veterans, the Veterans of Foreign Wars (VFW), and the National Rifle Association.
Kirk is an active member in the local community. In addition to his law practice, Kirk and his family own and operate a local restaurant, Cowboys Chophouse. He currently sits on the board of Directors for the Gem County Chamber of Commerce, the Gem County Senior Center, and is the Board President for the Gem County Chamber of Commerce Economic Development Foundation. He is also member of Veterans of Foreign Wars Post 4900, where he serves as the Staff Judge Advocate. Kirk’s personal interests include ranching, horseback riding, hunting, fishing, and golf.
Kirk’s personal decorations and awards include the Bronze Star with Combat Distinguishing Device, Meritorious Service Medal with Gold Star in lieu of third award, Navy Marine Corps Commendation Medal with Gold Star in lieu of second award; National Defense Service Medal with Service Star, Southwest Asia Service Medal, Iraq Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Kuwait Liberation Medals - Saudi Arabia and Kuwait , and the Vice President’s “Hammer Award” for Outstanding Performance in Reinventing Government.
After the resignation of District #1 Commissioner in November 2022, Governor Brad Little appointed Kirk as Gem County Commissoner, where he will serve out the remaining two years of the four year term.
Megan joined the staff at High Rock Law in 2019 as Paralegal and Notary Public.
She spent her childhood in Nevada and Northern Calfiornia before moving to Idaho. She graduated from her highschool with Academic Honors and studided English at Sacramento State University, putting herself through school and working full-time in a local bakery, before moving on to her career in the legal field.
She began work as a Legal Assistant in 2006, handling Business Law and Estate Planning, while raising her family and also serving as Coordinator and Director for a local non-profit for five years.
Megan continued her legal experience at another law firm as Paralegal and Office Manager, focusing on Estate Planning, Probate, and Trust Administration until 2018, when she and her family relocated. Since then she has enjoyed expanding her legal knowledge and assisting the local community in her work at High Rock Law.
Megan is an active member of her local community, serving on her neighborhood HOA board and volunteering in her spare time. Her personal interests include hunting, fishing, camping, and baking.
